A civilization’s records begin to disagree with one another, and the people who notice are not the people in charge.

The work opens with a set of observations that cannot be gathered under a common heading: an aurora that arrives before it was predicted, a harbor advisory cleared twice, a navigator whose two position solutions refuse to reconcile. Each record describes something real. None describes enough. By the time anyone thinks to compare them, the first disagreement is already part of history.
